Article 1. Establish the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan”.
Article 2. Approve the Regulations on the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” and the Description of the badge to it (attached).
Article 3. This Law shall enter into force from the date of its official publication.

REGULATIONS
about the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan”.
1. The honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” is a state award of Turkmenistan.
2. The honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” is awarded to persons:
- those who have made great achievements in keeping, breeding and increasing the number of Turkmen Alabay, which are an integral part of the rich cultural heritage of the Turkmen people, on a systematic basis using modern achievements of world science during the years of independence of Turkmenistan and promoting its glory throughout the world;
- who have worked flawlessly for at least 10 years in the field of dog breeding and cynology in increasing the number of Turkmen Alabay, developing and improving folk breeding, as well as achieving high results in promoting the best traditions of the national school of dog breeding.
3. The honorary title of Turkmenistan "Honored Dog Breeder of Turkmenistan" is awarded to citizens of Turkmenistan. The honorary title of Turkmenistan "Honored Dog Breeder of Turkmenistan" can be awarded by the President of Turkmenistan and persons who are not citizens of Turkmenistan.
4. The honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” is awarded by the Decree of the President of Turkmenistan.
5. The award of the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” is made on the recommendation of the heads of the central state authorities, the khyakims of velayats and Ashgabat city, as well as the central bodies of public associations.
Submissions are made to the President of Turkmenistan.
6. Persons awarded the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” are awarded a certificate and a badge to the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan”.
7. Persons awarded the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” are paid a one-time bonus in the amount of four times the minimum wage and a monthly supplement to the salary, official salary, pension, state allowance, scholarships in the amount of 20 percent of the minimum wage.
8. Persons awarded the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” shall enjoy other benefits in accordance with the procedure and cases established by the legislation of Turkmenistan.
Description of the badge for the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan”
The badge for the honorary title of Turkmenistan “Honored Dog Breeder of Turkmenistan” consists of two octahedrons united with each other. Between the corners of the upper octahedron, covered with green enamel, there is a lower gilded octahedron. The overall diameter of the badge is 44 mm.
In the central part of the badge with a diameter of 23.2 mm, with the image of diverging sun rays, there is an image of the Turkmen Alabay. On the outer side of the central circle of the badge in the upper part inside the ring with a total diameter of 31 mm, width of 2.9 mm, covered with yellow enamel, there is an inscription «TÜRKMENISTANYŇ AT GAZANAN ITŞYNASY», made in gilded letters with a height of 1.3 mm, and in the lower part there are images of five carpet gels.
The badge is connected with a gold-plated rectangular block in the form of a flag with a height of 20 mm and a width of 30 mm. The pad, covered with green enamel, depicts carpet gels, two olive branches, a crescent moon and five stars.
The badge and its pad are made of gold-plated 925 sterling silver.
