Article 1. Establish the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan”.
Article 2. Approve the Regulations on the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” and the Description of the badge to it (attached).
Article 3. This Law shall enter into force from the date of its official publication.

REGULATIONS
about the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan”.
1. The honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” is a state award of Turkmenistan.
2. The honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” is awarded to persons who, during the years of independence of Turkmenistan, have made great contributions to enhancing the world authority of Turkmen Alabays, who are one of the national values of the Turkmen people, promoting their glory throughout the world and developing the art of dog breeding, who have made a special personal contribution to the seizing of Turkmen Alabay and the improvement of their exterior qualities, the development of dog breeding industry, who have done a great job and achieved high results in teaching the young generation the subtleties of exemplary methods of keeping and educating Turkmen Alabay.
3. The honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” is awarded to the citizens of Turkmenistan. The honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” may be awarded by the President of Turkmenistan to persons who are not citizens of Turkmenistan.
4. The honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” is awarded by the Decree of the President of Turkmenistan.
5. The conferment of the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” is made on the proposal of the heads of central government bodies, khyakims of velayats and Ashgabat city, as well as central bodies of public associations.
6. Persons awarded the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” are awarded a certificate and a badge to the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan”.
7. Persons awarded the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” are paid a one-time bonus equal to five times the minimum wage and a monthly supplement to wages, salaries, pensions, state allowances, and stipends in the amount of 30 percent of the minimum wage.
8. Persons awarded the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” enjoy other benefits in the manner and in cases established by the legislation of Turkmenistan.
Description of the badge for the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan”
The badge to the honorary title of Turkmenistan “National Dog Breeder of Turkmenistan” has the shape of an octahedron, between the corners of which there are four national ornaments. The overall diameter of the badge is 45 mm.
In the central part of the badge with a diameter of 24.9 mm, covered with green enamel, there is a world map showing the head of Turkmen Alabay. On the outer side of the central circle of the breastplate in the upper part inside a ring with a total diameter of 34 mm, a width of 3.6 mm, covered with yellow enamel, there is an inscription «TURKMENISTANYŇ HALK ITŞYNASY» made in gilded letters 1.6 mm high, and in the lower part there is divergent yellow olive branches, made with gilded letters 1.3 mm high, and in the lower part there are images of five carpet gels.
The badge with the help of rings is connected to a gilded rectangular block in the form of a flag, which has a height of 20 mm and a width of 30 mm. The block, covered with green enamel, depicts carpet gels, two olive branches, a crescent moon and five stars.
The badge and its pad are made of gold-plated 925 sterling silver.
